BPFC Practice Notes : Managing tax revenue mobilisation and public debt servicing in Côte d’Ivoire

Constraints in revenue mobilisation, combined with rising public debt servicing costs, raise concerns about Côte d’Ivoire’s capacity to generate sufficient resources over the long term and to pursue sustainable and inclusive growth. Beyond a certain threshold, the burden of debt servicing may slow both investment and consumption, thereby undermining the country’s growth dynamics and fiscal position.

In response to this situation, the government of Côte d’Ivoire, under the guidance of the Ministry of Finance and Budget (MFB), established a team comprising representatives from the Directorate-General for Budget and Finance (DGBF), the Directorate-General for Lending Operations (DGF), and the Directorate-General for Taxes (DGI) to participate in CABRI’s Building Public Finance Capabilities 2024–2025 (BPFC) programme to strengthen the capabilities required to implement reforms aimed at bringing public debt under control.
