On 18 February, CABRI held a webinar on “Estimating and Reporting on Agrifood System Expenditure in Africa” as a follow-on event to the Policy Dialogue on “Enhancing Value for Money in Agricultural Value Chains Through Strengthened PFM Systems Across Africa,” which was held in the member country Malawi in October 2025.
Funded by the African Development Bank (AfDB), the webinar focused on the 2025 Kampala Declaration and explored various types of public expenditure relevant to agrifood systems, as well as tools that can be used to strengthen related planning and budgeting processes. The webinar also considered how gender, climate change, and youth employment can be optimally integrated into the African Union framework. The event brought together leading experts and officials from government ministries responsible for finance, budgeting, planning, agriculture, and employment from across Africa.
Mr Chola Mfula, Programme Officer, specialised in agribusiness and investments at the African Union Development Agency (AUDA-NEPAD), unpacked the Kampala Declaration and defined agrifood system expenditure at the continental level. Dr Shanaz Broermann, public financial management (PFM) consultant, further highlighted the role of programme-based budgeting (PBB) and showcased Kenya’s experience in integrating agricultural value chains into national and sectoral planning. Mrs Monica Basemera Kigongo, Head of the Programme Coordination Unit at TeamUp Uganda, for her part, addressed the integration of gender, climate change, and youth employment. She also elaborated on the importance of cross-functional systems to support the planning and budgeting of climate-resilient agrifood systems.
A Policy Brief was developed following the Policy Dialogue in Malawi. A case study on: Planning and Budgeting for Agriculture Value Chains in Kenya, will be shared soon.
