Courtesy visit Rwanda Mo F 2026

While in Rwanda, Soonsyra Lowe Nicolas, Executive : Operations at CABRI paid a courtesy visit to Fred Manzi Mukombozi, Director General of the National Budget at the Ministry of Finance and Economic Planning (MINCOFIN) and representative of Rwanda on CABRI's General Assembly.

The conversation focused on Rwanda's Climate Finance Dashboard to track, monitor and evaluate domestic and international climate finance data and financing needs by performance of climate and nature initiatives within Rwanda’s NDC Implementation Framework. Rwanda it is to be noted, is highly vulnerable to climate change, experiencing increased floods, landslides, and droughts that threaten agriculture and infrastructure. In addition to the Climate Finance Dashboard, the MINCOFIN is currently setting up a Climate Financing Department.

Mrs Lowe Nicolas presented the trophy that Rwanda was awarded during the Digital PFM in Action workshop for being a key player in digital PFM in Africa. We were joined by Building Public Finance Capabilities programme alumna, Diana Mbabazi. Mrs Mbabazi was part of the 2019 cohort.

Rwanda is one of the six founding member countries of CABRI. Along with Ghana, Kenya, Mali, Senegal, and South Africa, Rwanda ratified the international agreement that established CABRI as an international organisation in December 2009.
