The CABRI Secretariat paid a courtesy visit to the General Directorate of Budget at the Ministry of Finance and Budget, Senegal, on 2 June 2025 and were received by the Director General of Budget and Mr Massamba Dieng and Coordinator of the General Directorate of Budget, Mr Cheikh Tidiane Diaw.
The purpose of the visit was to re-establish contact with the Directorate and Ministry, noting Senegal as a valued founding member country of CABRI since 2009.
Dr Kay Brown provided a high-level overview of CABRI’s mandate, public financial management (PFM) work and approaches, with focus on recent successes, its 5-year Strategic Plan, and the aim for purposeful member country demand-led work. The discussion set the stage for future deeper collaboration with Senegal across budget planning, execution and oversight and an appreciation of the broad landscape PFM CABRI work areas.
The discussions also included the following:
CABRI/Senegal Partnership
- Overview of CABRI’s work including immediate medium-term plans (and 5-year Strategic Plan) towards strengthening regional PFM especially of its member countries.
- CABRI’s Value Proposition to its member countries – including reflections on why CABRI was established, the impact of its work, country support and PFM transformation and reforms established through member countries collaborations.
- Interactive Q&A encouraged reflections on tailoring CABRI’s PFM praxis insights and tools to Senegal’s PFM context.
Senegal’s PFM Priorities
- Mr Dieng provided an update on recent PFM initiatives and landscape.
- Exchanged feedback on aligning these initiatives with CABRI best practices and explored entry points for immediate interactions and support by CABRI.
- Acknowledgement of the importance of the CABRI peer network to provide peer-learning exchange relevant to reform within a specific country context through CABRI membership that is active.
Way Forward & Next Steps
- Agreement to designate a focal point within the Directorate and Ministry for ongoing engagement.
- Re-established a way forward on immediate collaborations and support from CABRI to the Directorate.
- Agreed to continuous engagements to re-establish Senegal as an active participating member country and member of the General Assembly.
- Shared vision: both parties reaffirmed their commitment to improving Senegal’s PFM landscape through knowledge-sharing and technical support. Both parties reaffirmed that CABRI membership across the peer network equally includes the contribution of Senegal to the Africa PFM landscape.
- Collaborative momentum: the meeting set a positive tone for implementing CABRI’s proven approaches, with Senegal poised to leverage CABRI’s PFM praxis insights and tools for strengthened PFM.
