Shatika Gissel is the Deputy Director of Finance at the Ministry of Agriculture, Fisheries, Water and Land Reform, Deputy Director in Namibia. She joined us for our Policy Dialogue on: Value for Money in Agricultural Value Chains - Strengthening Public Finance Management Systems, in October, in Malawi.
Namibia has initiated various reforms in public financial management (PFM) and one of these reforms involves performance-based budgeting. In this interview, Ms Gissel shares how PBB is supporting financial accountability, efficiency and effectiveness in the agriculture sector in Namibia. She also talks about the African Union's Malabo Declaration on Accelerated Agricultural Growth and Transformation for Shared Prosperity and Improved Livelihoods that Namibia adopted in 2014 and why Namibia's performance since its adoption has not been consistent.
