In October 2025, CABRI held a Policy Dialogue on ‘Enhancing value for money in agricultural value chains through strengthened public financial management (PFM) systems across Africa’ in Lilongwe, Malawi.
The dialogue brought together officials from 12 African countries working in ministries of finance, budget, and planning, as well as ministries of agriculture, fisheries, livestock, and rural development. Among them were also representatives from youth groups, women’s associations, academia, civil society organisations (CSOs), and non-governmental organisations (NGOs).
This policy brief summarises the discussions and recommendations that emerged from the dialogue on strengthening planning and budgeting processes to support the development of climate-resilient agrifood systems. It further examines how public policy can support the creation of employment and agripreneurship opportunities for youth and women, in alignment with the African Union´s Agenda 2063 and the Comprehensive Africa Agriculture Development Programme (CAADP).
