The Collaborative Africa Budget Reform Institute (CABRI) has received financing from the African Development Bank toward the cost of the implementation of the Regional Institutional Support Project for Public Financial Governance Phase II (RISPFG II) and intends to use part of the proceeds to finance the Preparation of a Project Completion Report (PCR) of the project.
Brief Description on the services included under this project is provided below:
CABRI seeks an experienced individual consultant to prepare an AfDB-compliant Project Completion Report (PCR) for the Regional Institutional Support Project for Public Financial Governance Phase II (RISPFG II). The Individual Consultant will provide evidence-based assessment of project performance on relevance, effectiveness, efficiency, and sustainability, and review Bank and Borrower performance, drawing on the PAR/results framework, implementation records, fiduciary reports, and stakeholder consultations.
Scope of Work
The Consultant will: (i) analyse progress against the PAR results framework; (ii) document outputs/outcomes by component; (iii) review procurement implementation; (iv) assess financial management, disbursement performance and resource-use efficiency; (v) conduct interviews/consultations with implementing units and stakeholders; (vi) review audit reporting and follow-up; (vii) document lessons learned; and (viii) compile the PCR and annexes in the AfDB format.
The duration of the assignment is thirty (30) days. The assignment will be carried out remotely.
CABRI now invites eligible individual consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they have the required qualifications and relevant experience (Curriculum Vitae, description of similar assignments, experience in similar conditions, references, etc.).
Eligibility criteria, the establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s as specified in the Bank’s Procurement Framework, dated 2015, which is available on the Bank’s website at https://www.afdb.org/en/projects-and-operations/procurement/new-procurement-policy.
A consultant will be selected in accordance with the Individual Consultant Selection method set out in the Procurement Policy.
